New Zealand - Proposed amendments to IHS 155.02.05 (seeds for sowing) and requirements for the importation of peas (Pisum) seeds for sowing

Ministry for Primary Industries is formally consulting on the proposed amendment to the IHS 155.02.05: Seeds for sowing and requirements for the importation of peas (Pisum) seeds for sowing.

The Risk Management Proposal (RMP) describes all the proposed changes and it also provides technical justification.

The proposed changes supported by the RMP are:

  1. The IHS has been revised and all approved treatments listed in the schedule of the IHS will migrate into the technical standard MPI-STD-ABTRT Approved Biosecurity Treatment, to centralize all approved treatments for seeds for sowing in one standard, to clarify the overall approved treatments, and to facilitate reviews and updates.
  2. All lots of pea seed imported into New Zealand are required to be fumigated according to the specifications listed in MPI-STD-ABTRT Approved Biosecurity Treatment. The fumigation treatment is required to be completed offshore prior to export, or on arrival in New Zealand.
  3. The proposed measures in this consultation will replace the current CTO direction under section 30(A) for mandatory fumigation with Methyl Bromide that is currently in place.

MPI therefore seeks comment on the proposed changes from the period of 13th February 2017 to 13th March 2017.
