The promoting of the best and most innovative technologies to improve potato quality in East Africa is the aim of the project being led by the Basque Institute for Agricultural Research and Development, Neiker-Tecnalia, and the agri-food company Inkoa. The initiative will be developed in Rwanda, Uganda, Kenya and Tanzania and will cover research across the whole value chain of this agricultural product. The programme will also be promoting economic and social development and will be contributing towards ensuring food security in East Africa. The project is scheduled to run for 2 years and has a budget of 976,000 euros, funded by the ACP (The Secretariat of the African, Caribbean and Pacific (ACP) Group of States) within the ACP-EU Co-operation Programme in Science and Technology (S&T II).
Potato production in Sub-Saharan Africa has doubled since 1994 and has become an essential product for reducing hunger and extreme poverty. This development needs support to introduce the most innovative technologies and practices in order to obtain the highest potato yields. This is in fact the space that the Neiker-Tecnalia and Inkoa project is hoping to fill and which has three main target groups: research centres and government bodies involved in the potato; all the people participating in the value chain of this crop; and, finally, the government bodies with the capacity for policy development.
Neiker-Tecnalia researchers and Inkoa professionals will be assessing the current position of the research in the matter of innovative potato technologies and practices in the five countries that are part of the programme. Once the current position has been assessed, Neiker-Tecnalia and Inkoa will be launching the ‘East Africa Potato Research and Knowledge Exchange Forum’. The most important bodies working on potato research in this part of Africa will be participating in this group and sharing experiences and knowledge; they include the Centro Internacional de la Papa (CIP-International Potato Center), the Kenya Agricultural Research Institute (KARI) and the National Agricultural Research Organisation (NARO).
Apart from the research bodies, the project will be targeting all the people involved in the value chain of this food, from its cultivation right up to its distribution and sale to the public. These people include small farmers, processing companies and workers in national inspection services for agricultural products.
The final target groups of the project are the government bodies with the capacity to formulate policies in the matter of the production and distribution of agricultural products. It is about promoting changes in the laws and regulations to encourage the applying of innovation and research throughout the value chain of the potato. In short, the project has set itself the aim of getting all the agents in the value chain to become familiar with and adopt the best technologies and the most innovative practices relating to the potato.
Local African partners
To implement this programme, Neiker-Tecnalia and Inkoa have local partners who will be responsible for applying the actions in each country. These bodies are the University of Nairobi in Kenya, the ARI-Uyole Agricultural Research Institute in Tanzania, the University of Makerere (MAK) in Uganda, and the Kigali Institute of Food Science and Technology (KIST) in Rwanda.
The action has other collaborating partners like the Centro Internacional de la Papa (CIP-International Potato Center), the Kenya Agricultural Research Institute, the National Potato Council of Kenya and the National Agricultural Research Organisation of Uganda, among others. The participation of these organisations will contribute in a significant way towards spreading the results and getting the recommendations for action to be applied by the competent authorities. It will also be used to promote the participation of all the parties involved in the value chain of the potato in East Africa.

Promover las mejores y más innovadoras tecnologías para mejorar la calidad de la patata en el este de África es el objetivo de un proyecto liderado por el Instituto Vasco de Investigación y Desarrollo Agrario, Neiker-Tecnalia, y la empresa agroalimentaria Inkoa. La iniciativa se desarrollará en Ruanda, Uganda, Kenya y Tanzania y abarcará la investigación en toda la cadena de valor de este producto agrícola. El programa promoverá asimismo al desarrollo económico y social y contribuirá a asegurar la alimentación en el este africano. El proyecto tiene prevista una duración de 2 años y cuenta con un presupuesto de 976.000 euros, financiados por la ACP (The Secretariat of the African, Caribbean and Pacific (ACP) Group of States) dentro del programa ACP-EU Co-operation Programme in Science and Technology (S&T II).
La producción de patata se ha duplicado desde 1994 en África subsahariana y se ha convertido en un producto esencial en la reducción del hambre y la pobreza extrema. Este desarrollo requiere de apoyo para implantar las tecnologías y prácticas más innovadoras, con el fin de obtener el mayor rendimiento a la patata. Este es precisamente el espacio que pretende llenar el proyecto de Neiker-Tecnalia e Inkoa, que tiene tres destinatarios principales: los centros de investigación y organismos gubernamentales implicados en la patata; todas las personas que participan en la cadena de valor de este cultivo y, por último, los organismos gubernamentales con competencias políticas.
Investigadores de Neiker-Tecnalia y profesionales de Inkoa evaluarán el estado de la investigación en materia de tecnologías y prácticas innovadoras en patata en los cinco países que integran el programa. Una vez analizado el estado de la situación, Neiker-Tecnalia e Inkoa pondrán en marcha el ‘East Africa Potato Research and Knowledge Exchange Forum – Foro de Investigación e Intercambio de Conocimiento en Patata del Este de Africa’. En este grupo participarán y compartirán experiencias y conocimientos los organismos más relevantes que trabajan en la investigación de la patata en esta zona africana, como el Centro Internacional de la Papa (CIP), el Instituto de Investigación Agrícola de Kenia (KARI) y la Organización Nacional de Investigación Agrícola de Uganda (Naro), entre otras entidades.
Además de los organismos de investigación, el proyecto tendrá como destinatarios a todas las personas relacionadas con la cadena de valor de este alimento, desde su cultivo hasta la distribución y venta al público. Entre estas personas se encuentran pequeños agricultores, empresas de transformación y trabajadores de los servicios nacionales de inspección de productos agrícolas.
Los últimos destinatarios del proyecto son los organismos gubernamentales con competencias para elaborar políticas en materia de producción y distribución de productos agrícolas. Se trata de promover cambios en las leyes y reglamentos para fomentar la aplicación de la innovación y la investigación a lo largo de toda la cadena de valor de la patata. En definitiva, el proyecto se marca como objetivo que todos los agentes en la cadena de valor conozcan y adopten las mejores tecnologías y prácticas más innovadoras relacionadas con la patata.
Socios locales africanos
Para llevar a cabo este programa, Neiker-Tecnalia e Inkoa cuentan con socios locales que serán los responsables de la aplicación de las acciones en cada país. Estas entidades son la Universidad de Nairobi en Kenia, el Instituto de Investigación Agropecuaria ARI-Uyole en Tanzania, la Universidad de Makerere (MAK) en Uganda, y el Instituto Kigali de Ciencia y Tecnología de los Alimentos (KIST) en Ruanda.
La acción cuenta con otros socios colaboradores como el Centro Internacional de la Papa, el Instituto de Investigación Agrícola de Kenia, el Consejo Nacional de la Papa de Kenia y la Organización Nacional de Investigación Agrícola de Uganda, entre otras entidades. La participación de estas organizaciones contribuirá en gran medida a la difusión de los resultados y a que las recomendaciones de actuación sean aplicadas por las autoridades competentes. Servirá, asimismo, para promover la participación de todas las partes involucradas en la cadena de valor de la patata en el este de África.

Patataren kalitatea hobetzeko teknologiarik egokienak eta berritzaileenak sustatzea da Eusko Jaurlaritzako Nekazaritza, Arrantza eta Elikadura Politikarako Sailburuordetzaren mende dagoen NEIKER-Tecnalia, Nekazaritza Ikerketa eta Garapenerako Euskal Institutuak eta Inkoa nekazaritzako elikagaien enpresak elkarrekin gidatuko duten proiektuaren helburua. Ekimena Ruandan, Ugandan, Kenyan eta Tanzanian garatuko da, eta nekazaritzako produktu horren balio kate osoaren ikerketa hartuko du bere baitan. Saharaz hegoaldeko Afrikan 1994az geroztik patataren ekoizpena bikoiztu egin da, eta ezinbesteko produktu bihurtu da gosea eta muturreko pobrezia

Ikerketa erakundeentzat ez ezik, proiektua elikagai horren balio katearekin erlazioa duten pertsona guztientzat ere izango da, hau da, patata landatzen denetik banatu eta jendeari saltzen denera arte inplikatuta dauden pertsona guztientzat. Pertsona horien artean daude nekazari txikiak, eraldaketa enpresak zein nekazaritzako produktuen ikuskapenerako zerbitzu nazionaletako langileak.
Nekazaritzako produktuen ekoizpenari eta banaketari buruzko politikak lantzeko eskumena duten gobernuko erakundeak dira proiektuaren azken hartzaileak. Kontua da lege eta erregelamenduetan aldaketak sustatzea, patataren balio kate osoan berrikuntza eta ikerketa bultzatzeko. Hitz batean, patataren balio kateari eragiten dioten guztiek patatarekin erlazioa duten teknologiarik onenak eta praktikarik berritzaileenak ezagutzea eta erabiltzea da proiektuaren helburua.
Afrikako bertako bazkideak
Programa gauzatzeko, NEIKER-Tecnaliak eta Inkoak bazkideak dituzte Afrikan bertan, eta horiek arduratuko dira herrialde bakoitzean ekintzak aplikatzeaz. Bazkide diren erakundeak hauek dira: Nairobiko Unibertsitatea, Kenyan; ARI-Uyole Nekazaritza eta Abeltzaintzako Ikerketarako Institutua, Tanzanian; Makerereko Unibertsitatea (MAK), Ugandan; eta Elikagaien Zientzia eta Teknologiako Kigali Institutua (KIST), Ruandan.
Ekintzak baditu, halaber, beste bazkide laguntzaile batzuk, esaterako hauek: Paparen Nazioarteko Zentroa, Kenyako Nekazaritza Ikerketarako Institutua, Kenyako Paparen Kontseilu Nazionala eta Ugandako Nekazaritza Ikerketarako Erakunde Nazionala. Patataren erreferentziazko ikerketa zentroa
NEIKER-Tecnalia mundu mailako erreferentziazko zentroa da patataren ikerketari dagokionez eta ereiteko patataren ekoizpenari dagokionez. Errekonozimendu hori orain dela 150 urte baino gehiagotik Arabako Arkautin eta Iturrietan egiten den puntako ikerketari esker lortu da. Zentro teknologikoa, 1993az geroztik, hobekuntza genetikorako programa bat garatzen ari da, espainiar lurraldeko baldintza agroklimatikoetara egokitzen diren patata aldaera berriak lortzeko helburuarekin.
