Ukraine enacts the order of State registration of GM feed, feed additives and veterinary preparations

On the 12th October, 2010 г. the Ukrainian Cabinet of Ministers issued resolution N 919 having established the Order of state registration of genetically modified organisms as sources of feed, feed additives and veterinary products containing such organisms or derived from their use.
The State Committee for Veterinary Medicine is set as competent authority responsible for the State registration procedure. It is given three months to deliver all necessary regulation for the State registration to be implemented.
The State registration requires conclusions from the State veterinary-sanitary expertise and the State ecological expertise. Registration is considered separately for each genetically modified organism.
State registration shall be free of charge and be valid for five-years period.

N.B. (A. Golikov, BSBA): it is clear from the text of the “Order” that the approval system will be much dependent on the Ministry of the Environment and on the State ecological expertise with it’s procedure far from being set. Paragraphs 14 and 15 provide easy way to have a decision pending indefinitely or withdrawn at any time, and seem to be not really consistent with the Cartagena Biosafety Procol, along with Ukraine being the Party to it.
