Certification Program for Imported Articles of Pelargonium
spp. and Solanum spp. To Prevent Introduction of Potato Brown
Rot
AGENCY: Animal and Plant Health Inspection Service, USDA.
ACTION: Interim rule and request for comments.
SUMMARY: We are amending the regulations to establish a
certification program for articles of Pelargonium spp. and
Solanum spp. imported from countries where the bacterium
Ralstonia solanacearum race 3 biovar 2 is
known to occur. The requirements of the certification program
are designed to ensure that Ralstonia solanacearum race 3 biovar
2 will not be introduced into the United States through the
importation of articles of Pelargonium spp. and Solanum spp. We
have determined that the restrictions presently in place do not
adequately mitigate the risk that imported articles of
Pelargonium spp. and Solanum spp. could introduce this bacterial
strain, which causes potato brown rot, into the United States.
This action is necessary to prevent the introduction of this
bacterial strain into the United States.
