MAF Biosecurity New Zealand issues provisional import health standard 155.02.06: Importation of Nursery Stock

MAF Biosecurity New Zealand (MAFBNZ) has issued the provisional import health standard 155.02.06: Importation of Nursery Stock. This provisional import health standard is being made available to persons consulted under section 22(6) of the Biosecurity Act.

DETAIL OF CHANGES TO THE IMPORT HEALTH STANDARD

Once finalised the following sections of the import health standard will be updated:

1. Minor editorial amendments to the Basic Conditions.

2. Specific Schedule for Allium
- Addition of specific requirements for Allium sativum dormant bulbs from Argentina.
- Removal of Garlic virus A, Impatiens necrotic spot virus, and Iris yellow spot virus from the regulated pest list.
- Removal of specific testing by molecular/serological methods for Impatiens necrotic spot virus and Iris yellow spot virus for tissue cultures.

3. Specific Schedule for Fragaria
- This schedule has been amended, and replaces the previous version dated 19 June 1998. This schedule was publicly consulted November 2007.

4. Specific Schedule for Hippeastrum
- Removal of Impatiens necrotic spot virus and Iris yellow spot virus from the regulated pest list.
- Removal of specific testing by molecular/serological methods for Impatiens necrotic spot virus and Iris yellow spot virus for tissue cultures.

5. Specific Schedule for Iris
- Removal of Iris yellow spot virus from the regulated pest list.
- Removal of specific testing by molecular/serological methods for Iris yellow spot virus for tissue cultures.

6. Specific Schedule for Miscanthus x giganteus
- This schedule is new to the import health standard, and was publicly consulted November 2007.

7. Specific Schedule for Solanum tuberosum
- Addition of specific requirements for Solanum tuberosum plants in tissue cultures from MAF-accredited offshore facilities in any countries.

8. Specific Schedule for Zantedeschia
- Removal of Impatiens necrotic spot virus and Zantedeschia mosaic virus from the regulated pest list.
- Removal of specific testing by molecular/serological methods for Impatiens necrotic spot virus for tissue cultures.

PROVISIONAL ISSUE OF IMPORT HEALTH STANDARD

A person consulted under section 22(6), and that made a submission, has 10 working days from 18 July 2008 to notify the Director-General of MAF if they intend to request an independent review In accordance with Gazette Notice 4582 issued under section 22A of the Biosecurity Act.
A person seeking a review must be eligible to do so under the Gazette Notice. The Gazette Notice can be viewed at the following website: http://www.biosecurity.govt.nz/regs/imports/ihs/review22a

If no person notifies the Director-General of an intention to request an independent review by 1 August 2008, this provisional import health standard will be issued as final on 4 August 2008.

CURRENT IMPORT HEALTH STANDARD

Until such time as the provisional import health standard is made final, the current version of the import health standard 155.02.06 Importation of Nursery Stock (issue date 9 August 2006) will apply. The current version of the import health standard can be viewed at the following website:
