The
CWB today announced its 2008-09 Identity Preserved Contract
Programs (IPCPs) for wheat and durum. IPCPs offer farmers
incentives for growing new varieties that the CWB test-markets
around the world, or uses to supply buyers who have specific
milling or product needs.
“Farmers who participate in these programs are helping to
develop new markets and new uses for western Canadian wheat,”
said Earl Geddes, CWB vice-president of product development and
marketing support. “They are used to attract new customers or
create new market niches for use in emerging food products by
showcasing the capabilities of growers and seed breeders in
Western Canada.”
Producers who grow IPCP varieties can receive incentives such as
contract and storage payments and guaranteed delivery. The
incentives vary by program. For the new crop year, the CWB will
offer two market-development IPCPs, designed to help develop
markets around the world for specific wheat varieties. Eligible
varieties are:
- Canada Western Extra
Strong Amber Durum wheat (AC Commander) – guaranteed
acceptance and delivery for eligible milling grades, storage
payments. Commander is marketed for its gluten strength,
which is an asset in blending with other durums, and for its
bright yellow colour which is valued by pasta makers.
- Canada Western Hard
White Spring wheat (Snowbird and Kanata) – Acceptance
levels will be driven by market opportunities. Hard white
wheat has multiple purposes. In Asian markets, it is used to
create flour for white noodles without "specks" and, around
the world, it is used for its bread-marketing attributes.
Three commercial IPCP
programs will be offered for varieties that the CWB has
marketed successfully, but require ongoing segregation to
meet specific customer requirements:
- Canada Western Red
Winter Select wheat (AC Bellatrix, AC Readymade, AC
Tempest, CDC Buteo, CDC Osprey, McClintock, Norstar and
Radiant) – contract payments of at least $10 per
tonne above non-select varieties for protein levels of
11 per cent or higher. Acceptance levels will be driven
by market opportunities, with delivery sourced through
Guaranteed Delivery Contracts (GDCs), which will be
100-per-cent accepted. The GDCs may be limited to
specific companies and locations. No spring production
sign-up is required.
- Canada Western
Amber Durum wheat (AC Navigator) – contract payments
of $2.50 per tonne on eligible grades of Nos. 1 and 2
CWAD.
- Canada Western
Extra Strong wheat – contract payments of at least
$15 per tonne and guaranteed acceptance for eligible
grade of Nos. 1 and 2 CWES.
Spring production sign-up forms
for all IPCP programs (except select winter wheat) must be
completed by June 20, 2008 and are available through designated
elevators or by calling the CWB at 1-800-275-4292. Delivery
contracts for all IPCP crops must be signed by October 31, 2008.
CWB e-Service delivery contracts are available online. IPCPs for
Strongfield durum and 5701 PR, a Canada Prairie Spring Red
variety, have ended.
Controlled by western Canadian farmers, the CWB is the
largest wheat and barley marketer in the world. One of Canada’s
biggest exporters, the Winnipeg-based company sells grain to
over 70 countries and returns all sales revenue, less marketing
costs, to Prairie farmers. |
