Last summer
the U.S. proposed to begin enforcing regulations that would
require phytosanitary certificates on all Horticultural and
Field Crop shipments from Canada. CFIA along with support from
many stakeholders managed to get the implementation date
delayed until January 22, 2002. USDA – APHIS agreed to accept
the Seed Analysis Certificate for U.S. noxious weeds,
currently required for seed, in lieu of a phytosanitary
certificate. This covers 99% of seed shipments from Canada to
the U.S. For seed of non-Canadian and non – U.S. origin, a
modified seed analysis certificate in lieu of a phytosanitary
certificate will be accepted by USDA-APHIS/ This certificate
has been designed by CFIA and approved by APHIS, and is used
to certify that seed of non- Canadian/U.S. origin to be free
of U.S. noxious weeds.
Currently, small packet shipments (research/garden seed)
moving by mail are exempt from this requirement until July 22.
The U.S. and Canadian authorities are developing a plan of
action to determine the kind of inspection that would be
practical for small seed lot sizes. |
